Yankee Atomic Electric Company
Yankee Atomic Electric Company (YAEC) sought assistance with all non-radiological aspects of decommissioning the 160 MW Yankee Nuclear Power Station along the shores of Sherman Reservoir in Rowe, Massachusetts, including site closure, stakeholder outreach and communications, and property disposition.
CLF Ventures conceptualized, designed, and launched the environmental site closure effort for the Yankee plant, including a comprehensive Site Closure Plan. Implementation of the Site Closure Plan paralleled the owner’s License Termination under Nuclear Regulatory Commission jurisdiction. As part of this effort, CLF Ventures formed and subcontracted an environmental technical team to develop a site conceptual model, site investigation and remediation plans, and risk assessment and management strategies.
CLF Ventures developed and implemented a comprehensive stakeholder outreach plan and communication strategy that targeted plant neighbors as well as local, state and federal regulators. As part of this effort, CLF Ventures developed a project website and a stakeholder brochure. In addition to working with regulatory and political stakeholders, YAEC expended significant effort to demonstrate commitment to an open process in the community at large.
CLF Ventures also assisted the client with a strategy for disposition of the 1,800-acre property. The disposition outreach effort provided YAEC with an early opportunity to educate community, regulatory, and environmental stakeholders about the criteria that needed to be considered in making a final property disposition decision and provided an opportunity for non-regulatory stakeholders to participate in the process.
Analysis
CLF Ventures coordinated a spectrum of environmental and technical analyses during the site assessment period preceding closure and transfer. Supervising a team of technical, permitting, and regulatory specialists, CLF Ventures initiated a broad-based site characterization and remediation effort. As part of stakeholder analysis and tracking, concerns or interests of regulators and other stakeholders relative to the future use of the property were recorded and cataloged. This positional data provided the basis for a broader effort to analyze potential disposition options in relation to YAEC’s business interests, regulatory responsibilities, and external stakeholder interests.
Strategy
CLF Ventures worked closely with YAEC to develop and implement a comprehensive regulatory site closure strategy among local, state, and federal agencies, implement appropriate due diligence and risk management protocols, and completely integrate the non-radiological closure effort into the License Termination process.
CLF Ventures used its expertise in stakeholder management to provide clear information regarding YAEC’s basis for decision-making. By fostering opportunities for two-way communication, CLF Ventures and YAEC were able to identify a strategy for disposition of the property that was consistent with YAEC’s needs, but would also have optimal stakeholder support.
Communication
CLF Ventures worked to involve local stakeholders and bolster process transparency via a local public information repository and initiated community contact through stakeholder meetings and a color brochure summarizing the site closure process. CLF Ventures also developed a comprehensive website to provide up-to-date, accurate information on closure activities, including site investigation, clean up procedures, and regulatory benchmarks.
Organizational Development
The CLF Ventures team worked within the Yankee organization, particularly during times of leadership transition, to provide insights and inform strategy with an understanding of the project’s broad regulatory and stakeholder context. CLF Ventures integrated environmental stewardship into decisions in a creative and sensitive manner that acknowledged the constraints faced by Yankee and still found innovative opportunities to produce success.
