Developing Mileage-Based Auto Insurance in Massachusetts
The Environmental Insurance Agency (EIA), a for-profit subsidiary of CLF Ventures, is an automobile insurance agency on a mission: to create Pay-As-You-Drive auto insurance. We believe that the amount a person drives should be directly linked to the amount the person pays for auto insurance.

OUR ROLE
While we petition regulators to authorize mileage-based auto insurance, we aim to show that low-mileage drivers cost less to insure. We therefore offer Massachusetts members of certain environmental organizations a group discount.

OUR ADVOCACY WORK
When you buy insurance through EIA, a percentage of your premium helps fund CLF's work to develop mileage-based auto insurance which rewards drivers who park their cars and choose other forms of transportation. Mileage-based insurance offers an opportunity to save money, help clean up our air, cut down on gas consumption and slow climate change. Exciting momentum is building on this issue:
- EIA recently partnered with the Massachusetts Climate Action Network to draft a Pay-As-You-Drive Bill filed by lead sponsor state Rep.Carl M. Sciortino, Jr., to introduce PAYD auto insurance throughout the Commonwealth
- EIA presented to the Governor's Task Force on Insurance Reform in September, 2004
- EIA presented to the Massachusetts' Executive Office of Environmental Affairs in December, 2004
- EIA helped file a bill on Mileage-Based Insurance in the Massachusetts Legislature.
- The state Office of Commonwealth Development included mileage-based insurance as an advocacy highlight in the state Climate Protection Plan.
