ECONOMIC DEVELOPMENT AND INDUSTRIAL CORPORATION OF LYNN, MA
Remediation and redevelopment in a residential neighborhood

CLF Ventures advised the Economic Development and Industrial Corporation of Lynn (EDIC/Lynn) on all aspects of their EPA Brownfields Demonstration Pilot, including the investigation, remediation and redevelopment of an abandoned industrial facility (Empire Laundry) situated in a residential neighborhood.

Specific services included strategic planning, environmental consultant selection and direction, site redevelopment prioritization and property re-use ranking. In addition, a central element of CLF Ventures' work was community outreach, consensus building regarding site reuse, media relations management, project reporting and documentation. CLF Ventures has assisted EDIC/Lynn in securing over $1,500,000 from U.S. EPA to fund a Brownfields Cleanup Revolving Loan Fund and Brownfield Pilot Demonstration funding.

Specifically, CLF Ventures' role included:
  • Preparing Requests for Proposals for environmental technical consulting and oversight, and acted as the Client's agent in contractor selection and management.
  • Directing all environmental efforts, including sampling design and analysis, investigation work plans, remedial design and implementation. Subsurface contaminants of concern included solvents, metals and petroleum products.
  • Directing community outreach and end-use visioning workshops with local and state officials as well as a broad cross section of neighborhood residents.
The Empire Laundry site is successfully investigated and remediated with all appropriate regulatory approvals received. The site has recently been redeveloped into affordable single-family housing and has been nominated by the National Association of Housing and Redevelopment Officials (NAHRO) for the 2004 Award of Excellence. The annual awards program recognizes agencies for innovative housing and community development projects, programs and services.
