AMERADA HESS CORPORATION
A Collaborative Brownfields Process in East Boston

The Hess site is an eight-acre abandoned oil-storage terminal located on the shores of the Chelsea River in East Boston, Massachusetts. The property had been on the market for several years and remained undeveloped due to competing environmental, regulatory, political and public pressures. To spur redevelopment, the Amerada Hess Corporation hired CLF Ventures to undertake a community-based re-use planning project for the site.

The project was organized and conducted by a coalition of nonprofit, community-based environmental advocacy organizations. The Site Re-Use Planning Project led by CLFV was a community process in which residents and other stakeholders contributed meaningful input into future plans for the site. CLFV developed a community-based re-use plan for the site. This unique project produced a range of viable re-use options that are sustainable from an economic, regulatory, environmental and community perspective.

To carry out the project, CLFV:
  • Provided continual, multi-lingual education and outreach to all residents, business owners, elected officials, community leaders and others.
  • Briefed stakeholders on zoning, land-use, environmental regulations, market forces and remediation constraints that drive site redevelopment.
  • Incorporated the resulting data into a series of community planning exercises in which neighborhood residents created viable redevelopment options.
  • Documented the above process and presented it to Amerada Hess. The report contained community expectations regarding site redevelopment that served to guide redevelopment discussions.
As a result of this collaborative process, site redevelopment risk is reduced and the owner stands to realize a higher sales price which serves their corporate interests. Amerada Hess is currently in negotiation with interested parties to further the redevelopment process.
