Our People Board Bios
Michael Moskow, Chair
Michael has been a highly dedicated member of the Board of Directors of CLF since 1988. He joined the CLF Ventures Board of Directors at its creation in 1997 and the Board of Trustees in 2000. Currently, he serves as Chairman of the Board of CLF and CLF Ventures. He is also a member of the Finance and Auditing, Development, and Nominating and Governance Committees of CLF.
Since graduation from Harvard College and Columbia Business School, he has continuously redeveloped multi-family housing, office buildings and retail centers in the Boston area and Newburyport, Massachusetts. At present he serves as President of the Board of the Walker Home and School in Needham, Massachusetts; Treasurer of the Child Welfare League of America located in Washington, D.C.; and Graduate Board member and a Trustee of the Harvard Crimson. Formerly, he served as a member of the Board of Browne & Nichols School, helping facilitate the merger with Buckingham School in Cambridge, Massachusetts. Michael also was a founder of the Harvard Eating Disorder Center that is associated with Harvard Medical School.
Paula W. Gold, Esq., Vice-Chair
Paula is Vice President and General Counsel of Plymouth Rock Assurance Corporation. Prior to that, Paula was Senior Vice President of New England Power Service Company. She has held several positions in Massachusetts Government: Secretary of Consumer Affairs and Business Regulation, a cabinet position in the Administration of Governor Michael S. Dukakis; an Assistant Attorney General and Chief of the Consumer Protection Division; Chief of the Public Protection Bureau in the Office of the Attorney General; and Commissioner of the Department of Public Utilities.
Paula is a graduate of Boston University and Boston College Law School. She is a director of the Ford Hall Forum and a member of the World Boston board. Paula has been a member of CLF's Board of Directors since 1991, a Trustee since 2000, and a member of the Board of Directors of CLF Ventures since 1997.
John M. Teal, Ph.D., Vice-Chair
John's professional career began in the early 1950s with his Harvard PhD thesis on the ecology of a tiny cold spring. After completing his thesis, John studied salt marshes at the University of Georgia Sapelo Island Marine Institute. He then went to Dalhousie University at the newly created Canadian oceanography establishment.
Always interested in the willingness and/or unwillingness of professional scientists to take part in public policy decisions, John has served on the Board of Trustees and Directors of the Conservation Law Foundation since 1978 and has been Vice Chair since 1980. He has also served on the CLF Ventures Board of Directors since 1997 and CLF's Science Advisory Committee. John served as President of the Society of Wetland Scientists in 1998-1999. Currently, he consults on marsh restoration, constructed wetlands for wastewater treatment, and cleanup of polluted wetlands and waters. Since 1993, John has been involved in a 32-square mile salt marsh restoration project in Delaware Bay.
Eugene H. Clapp, Treasurer
In 1988, Gene co-founded Penobscot Investment Management Co., Inc. His previous business experience includes financial and general management positions with Pfizer, Inc. in Boston and New York. He received his BA from the University of Pennsylvania and his MBA from the University of Chicago. Gene is a member of the Board of Overseers of Spaulding Rehabilitation Hospital and a Director of the National Rowing Foundation. He is also a member of the Boston Security Analysts Society. Gene has served on the Board of Directors of CLF since 1997 and became Treasurer in 1998. He also serves on the CLF Ventures Board of Directors and is the Chair of the Finance and Audit Committee.
John B. French
Jack received his undergraduate degree from Williams College and his law degree from Harvard Law School. He has been a practicing lawyer for many years and is currently a retired partner at Sullivan and Worcester LLP. He has been involved for many years at Boston Biomedical Research Institute (BBRI) and currently serves as Chairman of the Board of Trustees. BBRI is an organization of some 25 senior scientists who, with related post-doctoral students and lab assistants, are engaged in basic biomedical research largely funded by NIH grants. Jack has been a member of CLF’s Board of Directors since 1992 and has served on the CLF Ventures Board of Directors since 1997. In addition, he serves as Chair of CLF’s Massachusetts State Board and is a member of the Nominating and Governance Committee.
He has been active in local politics serving, over the years, on various boards, including school committees and the conservation commission. Jack has been Town Moderator in Lincoln for the last ten years.
Jack greatly enjoys and appreciates open spaces and outdoor activities – skiing and sailing (they have a place on an island off the Maine Coast which naturally increases his interest in CLF’s activities in that area). In his gradually increasing spare time, Jack has expanded his woodworking activities from “Santa’s workshop” to furniture building – not very expert but good fun.
Gordon R. Hall, III
Gordon graduated from Amherst College in 1952, and subsequently the Yale School of Forestry and Environmental Studies. After eight years at Parkwood Laminates, Inc., he joined the real estate firm of R.M. Bradley & Co in 1962 and became a Senior Vice President and Director in 1975. In 1980 he became an independent real estate investor/developer, and was joined by his two sons David and Gordon in 1982; he remains very active.
Gordon has served on the Board of Directors of Thermal Circuits in Salem, Massachusetts, and on the Board of Trustees and Board of Investment of First Mutual Bank of Boston. In addition, he has served as Chair of the Chewonki Foundation, President and Chair of the Berkshire Choral Festival, Director of the Appalachian Mountain Club, and President of the Back Bay Association. Gordon has also served as Trustee of the Society for the Preservation of New England Antiquities and the Women's Educational and Industrial Union. He has been a Trustee of CLF since 2003 and a member of the CLF Ventures Board of Directors since 2001.
Jacquie L. Kay
Jacquie has been the President of WPI, Inc., an international trade and development firm, for the past 30 years. WPI focuses on work force development, corporate social responsibility (CSR), and resource and financial development to countries and institutions. She formerly worked for the Ford Foundation, Harvard University, regional planning and manpower planning agencies and community colleges. Jacquie has an EdD from Harvard Graduate School of Education, an MA from New York University, an Executive MBA from University of Washington, and a BA from the University of Washington.
She is involved in a multitude of boards including MassBusiness, The Boston Conservatory, Cambridge Center for Adult Education, Health and Development International, and MYTOWN. In the past, Jacquie served on the boards of WGBH Corporate Partners, Tucker Foundation-Dartmouth University, Asian Community Development Corporation, Thrift Fund for Economic Development, Harvard Design and Mapping, etc. She has been a member of Board of Directors of CLF and CLF Ventures since 1998.
Shelley Metzenbaum
Shelley is a Visiting Professor at the University of Maryland School of Public Affairs and Executive Director of the Environmental Compliance Consortium, a collaborative effort among state environmental protection agencies to improve the measurement and management of their programs. She currently runs a policy education program for the U.S. FDA, and previously ran educational programs on “Science and Technology Policy” and “Managing for Results” at the Brookings Institution. Shelley consults to government on managing with performance measurement, and serves as senior consultant to the Facility Reporting Project, an effort to develop generally accepted, credible, and comparable sustainability performance metrics for facilities.
In the late 90’s, Shelley headed the Executive Session on Public Sector Performance Management at Harvard’s Kennedy School of Government. From 1993 to 1997, she served as Associate Administrator of the U.S. Environmental Protection Agency for Regional Operations and State/Local Relations. Before that, she was Director of Capital Budgeting for the Commonwealth of Massachusetts, and later Undersecretary of the Massachusetts Executive Office of Environmental Affairs. Shelley holds a Ph.D. in public policy from the Kennedy School, Harvard University, is a fellow of the National Academy of Public Administration, and a principal of the Council for Excellence in Government. She has served on CLF’s Massachusetts State Board since its formation in late 2002.
Peter Nessen
Peter is President of the consulting firm, Nessen & Associates, Ltd. and Director of The Philanthropic Initiative (T.P.I.). He is a certified public accountant and one of the country's leading experts in public finance and privatization. Peter holds an AB from Dartmouth College and an MBA from the Amos Tuck Graduate School of Business Administration.
He has been Chairman of the Massachusetts Cultural Council since March of 1996, after serving on the Council since 1994. He was on the board of the Massachusetts Board of Higher Education as well as numerous other not-for-profit and for profit organizations, including the Board of Visitors for the Rockefeller Center at Dartmouth College and Chairs the Board of Advisors of the School of Education, Northeastern University. Peter has served on CLF's Board of Directors since 1993 and has been a member of the Board of Trustees since its inception in 2000. He also serves on the CLF Ventures Board of Directors and is a member of the Finance and Auditing and Executive Committees.
James M. Wilson
Jamie has been a general partner of Boston Ventures since its formation in 1983. Prior to that, he was a Vice President of First Venture Capital Corporation, a subsidiary of Bank of Boston Corporation, and had an active role in initiating, structuring and monitoring First Ventures' 1982/83 investments and in realizing prior investments. Jamie received his MA degree from Cambridge University, England in 1974.
He is currently a director of CAMP Systems International, LLC; Jobson Publishing, LLC; Marshall & Swift Holdings, LLC; PartMiner, Inc.; Trade-Power, Inc.; World Publications, Inc.; Northstar Travel Media and Survey Sampling International. Non-profit board involvement includes Cambridge in America (Cambridge University U.S. Board), The Salvation Army of Massachusetts Bay Advisory Board, and Boston Ballet. Jamie has been a member of the CLF Ventures Board of Directors since 2001.
Phil Warburg, President of CLF
Philip became president of the Conservation Law Foundation in November 2003. A native New Englander, Philip returned home to lead CLF after spending much of the past decade working on multi-state solutions to environmental problems in the Middle East.
Philip joined the Israel Union for Environmental Defense (IUED) as deputy director in 1999 and became executive director in 2000. Under his leadership, the IUED engaged in citizen enforcement suits against polluters, legal actions against government agencies, and negotiation of new environmental standards. His work with government agencies within the Palestinian Authority from 1994-1997 led to the adoption of the Authority's first environmental legislation in 1999.
From 1989-1994, Philip worked for the Environmental Law Institute in Washington, DC. He has also worked for the State of Connecticut and U.S. Senator Charles Percy. Philip received his BA from Harvard College and his JD from Harvard Law School.
